Under the dual-carbon strategic goal, new energy vehicles are gradually becoming popular, and more and more families are choosing to buy new energy vehicles. With the continuous increase in the number of new energy vehicle users, the demand for new energy vehicle charging piles is also increasing. Electric vehicle charging stations are essential infrastructure and play an important role in promoting the development of new energy vehicles.
Preparation work
First of all, if it is a personal investment, you need to register a company with the Industrial and Commercial Bureau. If it involves the subsequent application for subsidies, the business scope of the registered company must fill in the operation of electric vehicle charging infrastructure, charging station operation, motor vehicle charging sales, etc. Before determining the investment and construction, it is necessary to investigate the properties of the site, such as self-owned sites, commercial parking lots, vacant land, etc., and it is necessary to sign a site lease contract with the site owner (according to local policies, the site lease contract must be more than 5 years, and less than 5 years will not be approved). Determine the construction scale and investment budget based on the actual situation of the site location and traffic flow. 1. Charging station project filing
After completing various preparatory work in the early stage, you can file with the provincial, municipal, and county Development and Reform Commission according to your location. After passing the approval of various departments, you can obtain a filing certificate. The Development and Reform Commission project filing mainly provides the following information (there may be certain differences in different regions):
1.1. Proof of land nature and ownership, such as land certificates and lease contracts.
1.2. Basic project information, such as project construction content, total investment funds, equipment conditions, etc. Note: For dedicated charging facility projects that are not open to the public and have not applied for subsidies, if there is a new land use, you still need to go through the filing procedures; construction applications need to go to the regional planning and land supervision bureau. Whether the charging facility project requires construction approval depends on whether the project involves new land. Projects that do not require new land do not need to go through construction application procedures; projects that require new land, including new dedicated charging facilities and new public charging facilities, need to obtain major permits such as construction land planning permits, construction project planning permits, and construction project construction permits in accordance with the approval requirements of the construction project. It should be noted that if charging facilities are built simultaneously with other main buildings, for example, if charging facilities are built simultaneously with the construction unit parking lot, public parking lot, and highway service area, there is no need to apply for construction approval separately for the charging facilities built simultaneously. Or if the construction is carried out in a parking lot with complete existing information, only equipment installation is carried out, and there is no need to apply for construction approval separately. In addition, according to different local policies, such as first-tier cities such as Beijing, Shanghai, Guangzhou and Shenzhen, construction approval and temporary building approval procedures are required when new supporting facilities such as lounges and activity rooms are newly built, which are related to local policies.
1.3. Information required for filing: telephone number registered with the legal person's ID card, legal person's ID card, detailed address of the station, number of charging piles to be built, station cost budget, and company unified social credit code.
2. Power application
After the project filing is approved, the power application can be made (some cities can be carried out simultaneously with the project filing). Investors take the above materials for project filing to the State Grid or the Southern Power Grid for handling. For charging stations that need to be registered for power, the power supply bureau will review the above materials, and relevant documents can be issued after the approval is completed. After the documents are issued, site construction can be carried out. The electricity application process is as follows:
2.1. Apply for a transformer according to the total power of the charging piles to be built. The transformer capacity is 1:1 with the charging pile power. For example: the total power of 5 120KW charging piles is 600KW, and the minimum transformer capacity required is 630KVA (normally, the charging pile power is required to reach 80% of the transformer capacity). After determining the transformer capacity, go to the power bureau to fill out the application form and submit relevant materials.
2.2. The power supply bureau will send someone to conduct an on-site survey one week later to determine the power supply plan. Generally, within 15 working days of high-voltage power supply, the power supply bureau will issue a written power supply plan agreement to the investor.
2.3. The investor shall entrust a design unit with design qualifications to make design drawings. The design drawings shall be reviewed and approved by the power supply bureau and an "Audit Opinion" shall be issued. Only then can material procurement and construction be organized.
2.4. The investor pays the relevant fees.
2.5. The investor shall purchase equipment that meets the national industry and industry regulations (the charging piles shall have a nationally recognized third-party inspection report) and entrust a unit with corresponding construction qualifications to carry out the construction.
2.6. After the project is completed, the investor submits the materials for acceptance by the power supply bureau.
2.7. After the project is accepted and the relevant procedures are completed, the meter will be installed and connected to the power supply within 5 working days. After completion, it can be put into operation.
The materials required are as follows:
1. Valid identity proof materials. If the applicant's account name is a corporate customer, provide a copy of the business license (or organization code certificate) and a valid identity certificate of the legal representative. The legal person's power of attorney must indicate that the person in charge is a member of the company, the person in charge's ID card, telephone number, and a copy of the person in charge's ID card.
2. Proof of property rights. Real estate registration certificate (land certificate) or site lease contract, cooperative operation contract, etc.
3. If the electricity application is submitted by the lessee, a smart payment energy meter should be installed and the electricity bill should be settled using the smart payment method.
4. Because many domestic companies currently provide peak and valley preferential electricity prices for new energy construction. Therefore, the power approval only provides power supply capacity suitable for charging sites and charging vehicles. Except for the power used by charging facilities, power supply to other loads not related to charging services shall not be provided. Note: Generally, the electricity payment for charging facilities is prepaid, and sufficient fees need to be deposited in advance.
III. Project Acceptance
After the power is installed, the construction of the site can be carried out simultaneously. After the construction is completed, power supply, fire protection, lightning protection, and metering are generally required for acceptance. At present, you can generally apply for power supply acceptance first, and after the acceptance is completed, you can conduct trial operation according to the pricing range of the Price Bureau. If there is no plan to apply for subsidies, you do not need to apply for fire protection, lightning protection, and metering acceptance.
After the project is completed, the enterprise shall submit the following documents for completion acceptance:
a. Product qualification manual of the equipment;
b. Test records, installation technical records (including hidden project records):
c. Completion drawings, construction instructions (construction technical measures);
d. Electrical design drawings and design change letters with the review opinions of the power supply company;
e. Information and records that the power supply company considers necessary;
f. The completion drawings of the electrical part shall be completed within 1 month after the project is powered on and a copy shall be submitted to the power supply company for filing.
The power supply company shall complete the on-site acceptance within 5 working days after accepting the completion report.
If there are defects that need to be rectified, the enterprise shall organize the rectification according to the rectification opinions of the on-site acceptance. After the rectification is completed, the completion report shall be re-reported and re-inspected, and the re-inspection fee shall be paid.
After the project is accepted, the enterprise signs a power supply and use contract and electricity fee settlement agreement with the power supply company. The enterprise needs to provide:
a. Copy of business license;
b. Legal person qualification certificate (or power of attorney);
c. Tax registration certificate number and bank account number:
d. Original and copy of the on-duty electrician's access permit.
After the power receiving project is accepted and the relevant procedures are completed, the meter will be installed and connected to the power within 5 working days.
IV. Operation
After the relevant acceptance is completed, it can be put into operation.
